“A preocupação do Primeiro-Ministro é a cibersegurança.

MTK Holds Public Hearing with Commission E on Draft Law No. 33/VI/4th/2026 on the 2027 General State Budget*

*Dili, 26 October 2026* – The Ministry of Transport and Communications (MTK) held a hearing with Commission E of the National Parliament, which is responsible for matters relating to Infrastructure, Commerce and Industry.

During the hearing, the Minister of Transport and Communications, Eng. Miguel Marques Gonçalves Manetelu, accompanied by the Chief of Staff, Directors-General, National Directors, and the Presidents of ANATL, ANC, AACTL, TIC TIMOR and APORTIL, presented the implementation of the 2026 General State Budget (GSB) and the proposed budget plan for 2027.

Following the hearing, Minister Manetelu told journalists that the meeting aimed to present the implementation results of the 2026 budget and the proposals for the 2027 GSB, covering both the Ministry’s direct administration and its indirect administration entities, namely Public Enterprises (EPs) and Public Institutes (IPs).

“Today, the Ministry of Transport and Communications held a hearing with Commission E concerning the 2027 General State Budget. We presented the implementation of the 2026 GSB, covering both the direct administration, which I personally lead, and the indirect administration, led by the presidents of the respective authorities and public entities. These entities also presented their implementation results and plans,” Minister Manetelu stated.

The presentation of the 2026 budget implementation and preparations for the 2027 budget represents an important step towards strengthening accountability and transparency in the management of public funds. The information presented enables the National Parliament to assess how state resources have been used and how they contribute to the development of the transport and communications sectors.

The proposed 2027 budget for the MTK’s direct administration amounts to USD 14 million, following favourable consideration by the Policy Review Committee (PRC) and the Council of Ministers. This represents an increase of USD 2 million compared with the 2026 budget.

The increase is specifically intended to strengthen cybersecurity, one of the priorities identified by the Prime Minister in preparation for Timor-Leste’s ASEAN Chairmanship in 2029. The funds will be used to upgrade systems and physical and digital infrastructure to protect systems and ensure the security of national data.

“The Prime Minister’s concern is cybersecurity. For this reason, an additional USD 2 million has been allocated to upgrade our systems. When we talk about cybersecurity, we are not referring only to physical infrastructure, but also to digital and logical infrastructure, which needs to be upgraded.

For 2027, we have sought to increase the budget slightly in this area. However, we understand that there are budgetary constraints. The Policy Review Committee supported some measures, while others may be implemented after 2028. We may continue strengthening these investments through 2029 to ensure that our data is secure when Timor-Leste assumes the ASEAN Chairmanship.

This work may be led by the Ministry in coordination with TIC TIMOR, ANC, the National Directorate of Communications Infrastructure (DNIK), and other relevant agencies,” Minister Manetelu explained.

The Minister also stated that AACTL, IP, had expressed concerns about the insufficiency of its current-year budget and considered a review and possible increase necessary for the next budget cycle.

“Everyone understands the responsibilities of the civil aviation authorities and the complexity of their work. Several concerns were raised, including issues relating to the 2026 budget, which is insufficient to cover all operational requirements.

These requirements include overseas travel to inspect aircraft undergoing repairs, as well as investigating matters related to aviation incidents and accidents. Such missions are essential to ensuring civil aviation safety, but they require adequate financial resources.

For this reason, AACTL submitted a request for additional funding. It is now for Commission B to examine this matter and coordinate with the Government, particularly the Ministry of Finance, to assess the available options.

Regarding ANC, APORTIL and TIC TIMOR, their respective budgets remain largely unchanged, with some modest increases resulting from adjustments. The specific amounts are known to the respective entities.

The USD 14 million I mentioned refers exclusively to the 2027 budget for the direct administration of the Ministry of Transport and Communications. It does not include the separate allocations for AACTL, ANC, TIC TIMOR or APORTIL,” the Minister clarified.

The Minister added that the overall amount of USD 14 million includes public transfers, notably a subsidy of USD 1.2 million for ANATL, compared with USD 1.1 million allocated in the previous year.

Regarding budget execution, at the end of the third quarter, the MTK and its autonomous agencies recorded execution rates ranging from 66% to 70%. The Ministry itself had achieved an execution rate of 64% in terms of commitments, while actual payments accounted for 56% of the budget.
