Singapore Demonstrates Its Commitment and Readiness to Support Training for Timorese, Particularly in Digital Transformation
*Singapore, 13 October 2026* – The Minister of Transport and Communications of Timor-Leste, Eng. Miguel Marques Gonçalves Manetelu, participated in Singapore International Cyber Week 2026, held from 12 to 15 October 2026 at the Sands Expo and Convention Centre in Singapore.
Minister Manetelu stated that Singapore International Cyber Week 2026 demonstrates a strong national commitment to cooperation with countries across Southeast Asia and the wider world to strengthen cybersecurity. The event brought together numerous countries to share their experiences and knowledge in the field of cybersecurity.
During the event, Minister Manetelu also held a bilateral meeting with Singapore’s Minister for Digital Development and Information, Josephine Teo Li Min. The meeting focused primarily on cybersecurity and opportunities to strengthen cooperation between Timor-Leste and Singapore.
Minister Manetelu described the bilateral meeting as highly constructive and friendly, highlighting Singapore’s extensive experience in digital transformation despite being a small country.
“During the bilateral meeting with Her Excellency Josephine Teo, Minister for Digital Development and Information and responsible for cybersecurity in Singapore, we had a very friendly and constructive exchange. Singapore has considerable experience in developing its digital transformation. Although its digital transformation has been progressing for many years, Singapore continues to face various challenges in the digitalisation process. As a young nation, Timor-Leste must understand that digital transformation is not easy. It requires time, preparation and the capacity to address these challenges,” Minister Manetelu stated.
The Minister further emphasised that Timor-Leste would not simply copy or adopt everything that Singapore has implemented. Instead, the country would learn from Singapore’s experience and adapt relevant practices to its own national circumstances and available resources.
“We will draw lessons from these experiences and develop our own approaches according to Timor-Leste’s realities and the resources available to us, including our financial resources and technical capacity,” he added.
Minister Manetelu also highlighted Minister Josephine Teo’s willingness to continue sharing Singapore’s experience with Timor-Leste. He noted that there are significant opportunities for training and capacity-building for Timorese technical personnel, particularly in digitalisation and cybersecurity.
This potential cooperation represents an important opportunity for Timor-Leste to strengthen its technical expertise, advance digital transformation and enhance its capacity to address emerging cybersecurity challenges.
