The first national ICT conference was jointly organized by the National Communications Authority (ANC) and the National Directorate of Information Technology (DNIT).

In the event, the Ministry of Transport and Communications and the National Communications Authority also signed an MoU with 8 higher education institutions namely UNTL, UNPAZ, UNDIL, UNITAL, DIT, IOB, Instituto Superior Cristal and Instituto Profissional Canossa to form a coordination group for the establishment of the Timor-Leste National Research and Education Network (TLREN).

In his opening remarks, Minister Pedro Lay asserts that ICT plays a very important role in our national development. He elaborates that our Strategic Development Plan sees information and communications infrastructure as a major underpinning enabler for our national development.

“Literally, our SDP asserts that one of the best investments Timor-Leste can make is to ensure that we are a part of this new information and communications technology enabled world. This conference is an important first step in our effort to coordinate policies, programs and resources to ensure that Information and Communications Technologies will be used effectively and efficiently in a catalytic manner for our national development”.

Meanwhile, to regulate and supervise the telecom sector following the telecom market reform, Minister Lay vows to continue the work in making sure that the ANC will become a strong and effective regulator. To be effective and strong, the ANC will need to be as knowledgeable as the leading telecom operators in the industry.

“There is no doubt that the key to build a strong and effective ANC is to equip the ANC with knowledge, processes and culture that are suitable to dealing with the rapid development of the ICT sector. Therefore, I welcome the establishment of the ANC Institute for Communications Technology Research and Training. We need to invest in the ANC, the opportunity to expand knowledge of ICT and the know-how about the best practices of communications regulation in the world.” He added.
